Having shared some ideas on compensating a non-pastoral positions here and here, I will close with a few qualifications.
1) It goes without saying that different churches have different priorities. With limited resources, each ministry will have to consider how to best meet the need of the church.
2) In an organization that is primarily made up of volunteers, I think that the case needs to be made for what is best for the church.
3) All positions should have annual reviews. Churches are notorious for not conducting these, and it often shows.
4) In my experience, the best process is one where the congregation approves the position and elders appoint or hire the individual.
